Which could be preserved with shell classes extending classes under the org.openjump namespace. I agree that it would be a bad idea to just break compatibility for the external plugins on a whim, but as an ongoing project doesn't it make sense to start moving towards a unified 'core'? As things prove useful they could then be pulled in and projects could begin to rely on an openjump core? But then again, code talks louder, I'll submit a few patches and see how they are received.
