I don't think we need "continuous" translation either. It just seemed
like there was some unhappiness with our current support for other
languages. I thought it would be helpful if we adopted "officially
supported" languages. This would allow a plug-in developer to
determine which languages he should support in his
internationalization efforts. In order for a language to be
"officially" supported in OpenJUMP we would need at least one
developer or user commited to translate for that language.

But if our current system is working fine I'm happy. Just throwing out
some ideas!
