deegree has two different shape file readers, and IIRC none of those
can do streaming. It should not be very difficult, though, to adapt
one of them to use streaming.

However, SHP is a very simple format, so maybe writing a new driver
that is capable of streaming would be preferable. Using a third party
library has the disadvantage that it uses its own geometry model which
you have to convert from.
