For those interested, an alpha version of JTS 1.11 including the new Delaunay triangulation API is now available here:

Check out the classes TriangulationFunctions DelaunayTriangulationBuilder ConformingDelaunayTriangulationBuilder for examples of how to use the API. Also, the JTSTestBuilder is a great way to experiment with the capabilities of the code. Thanks to all who responded with requirements and use cases.
