For those interested, an alpha version of JTS 1.11 including the new 
Delaunay triangulation API is now available here:

Documentation is provided in the Javadoc, but as always source code 
provides the best guide to use.  Check out the classes

TriangulationFunctions
DelaunayTriangulationBuilder
ConformingDelaunayTriangulationBuilder

for examples of how to use the API.  Also, the JTSTestBuilder is a great 
way to experiment with the capabilities of the code.

Thanks to all who responded with requirements and use cases.  I intend 
to summarize them soon, with notes on whether and how the JTS API 
supports them.

Feedback from users is welcome (preferably on the JTS list).
