Sanjay, It is possible to do all of the things you mentioned with OpenJUMP. However, this would take a programming effort of many days, even for someone with an excellent knowledge of the program. The source code for the entire program and for many of the plug-ins is available online from the JUMP Pilot Project page at SourceForge.
The mailing list I have copied to this e-mail can help with specific programming questions, but you'll need to invest some serious amounts of your own time reading the documentation and studying the source code before you try to use OpenJUMP for the tasks you mentioned above. This will be even more difficult if you don't have a prior knowledge of the Java programming language.
