Hi Larry, thanks fro quick buf fixing.

So..

I replicated trouble with same data on 1.3.

The problem is still there.
In my opinion the mouse wheel feature is a sort of amplification
because there is a sort of cache of oeprations to perform and so delay
become really a trouble.

I noted:

I had much more problem with a big dataset on postgis than on shp and
that it could be normal but it's not so easy to understand why delay
is also for right click on layer for window menu even without rerender
of map.

It seems to me that as you told there is a sort of memory allocation
problem because starting with a big dataset on postgis the delay
become more evident after some operations, and here mouse wheel gives
more evidence to it.

I hope this simple note could help, any way I'm here to perform all
test you need.
