If I remember correctly,

the "old" function is used when
a) you use drag an drop
b) use the normal "open file" option (i.e. not the sextante version) - 
as you see from the drop down file types list, it contains image file 
formats as well

knowing this.. do you still think that it should be back into the layer 
menu?
