I wanted to talk to you about this problem, but I did not have time to
check if there is a programmatic solution to stretch the icon.
Anyway, loading an icon having the exact final dimension is probably better.

Limiting to Sextante, I realized that I had a solution on my Eclypse.
So I attached to this mail
Sextante_062.jar
- Toolbar icon is now 20x20, like standard toolbar icons
- I added on Sextante Menu "History" and "Comand Line" plugins . I
don't think that Command line works but it would good to give a test
(if there are people working with OJ/Sextante)
I will work around to the other icon problems ("New project", "Open"
and "Save selected datasets" icons are too small)
