some thing I wanted to mention:
It is usual at Github to create pull requests for new features. The author
of the feature can create a new branch on his repository and add specific
code changesets from his repository to the pull request. Other interested
developers can discuss and review the changesets of the pull request and
even contribute changesets.
One can even start with no code and just write some ideas for the feature
into the comments of the pull request.
