I doubt I am of much help as the original code is not by myself.
with the scaling you are actually referring to scaling the size? The 
comment I made on Line 103 of RasterImageLayer refers to a scaling of 
the pixels with respect to depth/grey values to make subtle grey value 
differences visible.

Mhm.. when I look at the code, the problem has probably has something to 
do with the "ram" sizes? e.g. maxPixelsForFastDisplayMode. But I can't 
remember why I did the changes, and if - maybe - I just copied that from 
somewhere else (Erwan? Jan R.?).

nope. I just looked at it with my new Eclipse and it actually tells me 
that this is "dead code". Assuming that Eclipse is intelligent, I would 
say we just remove it.

I actually will add to the following to the bug report: If one cares 
about raster sizes or (depth) scaling etc. then one should use the 
raster export function from the layer context menu. If someone whishes 
to print the images then the exported image can be scaled/resized using 
GIMP or Inkscape, etc.
Though, still we have bug ;)
