Summary: Navigation Hotkey Issue

Initial Comment:
Navigation hotkeys don't work properly when focus is on another window.

Steps to reproduce:  Open an editing project.  Choose a drawing tool i.e. "Draw 
Linestring"  Open an attribute table and set the cursor focus on that.  Hold 
"ALT" key to use zoom hotkey and attempt to zoom on the map.  The cursor symbol 
correctly changes to "ZOOM", but the effect is still the drawing tool.

probably a bug i came across when fiddling the cursor tool mode switch for
MoveVertex.. essentially the tool is reset to default when the LayerView is
reactivated. this of course breaks editing and the selected tool is only
active after the first click into the deactivated LayerView.

i have the fix locally.. let's see if it solves the issue as well.

Checked the behaviour on 2012/12/21 :
If the "draw linestring" tool is "on" and the attribute table has the
focus, first click on the view with the ALT key pressed will not zoom (it
will give the focus back to the view panel), but the following will do.
I think it's a normal behaviour.
What is more annoying is that starting to draw, then opening attribute
table and going back to the view loose the ongoing drawing. Not sure it can
be called a bug though.

Could reproduce the problem.
I think that after the attribute table has get the focus, the first click
on the view panel with the alt key pressed is interpreted as the insertion
point of a new object instead of zooming dezooming.
Second and following clicks seem to act as waited.
Needs a deeper code review.
