In OpenJUMPxxx/languages folder you will find also jump_te.properties file
which is the Telugu translation of OpenJUMP. As I can see it is partial and
not completely upgraded.
If you want to complete translation follows Ede's hints and, of coarse, the

Note that there is also a OpenJUMP/languages/geoconv folder where you can
find other files connected to the translation of geometry conversion plugin
in OpenJUMP.
Anyhow all external plugins have embedded languages files and you can find
them simply "opening" the jar file as a zip (jar is basically a compressed
file).
For instance, if you want to translate the print plugin
(OpenJUMP_PLUS/LIB/EXT folder, file JumpPrinter.jar)
a) Copy JumpPrinter.jar to another folder
b) rename JumpPrinter.JAR to JumpPrinter.ZIP
c) expand the zip
you will find that there is a JumPrinter/language folder with all languages
files (JumpPrinterPlugin_en.properties for English,
JumpPrinterPlugin_de.properties for German
......JumpPrinterPlugin.properties the main class). Using the same way as
OpenJUMP you can translate to Telugu the printer language file and have a
JumpPrinterPlugIn_te.properties
Then, if you want to test it, open again JumpPrinter.zip with your zip
program (not expand it, simply open) and use copy/paste
JumpPrinterPlugIn_te-properties into JumpPrinter/language folder. Close the
zip program and run openjump to test it
