hmm, just checked CenterZoomPlugIn is essentially ZoomToClickPlugIn(1.0) the other zoom/pan shortcuts currently work without any mouse input. is what you actually want another quasimode where you hold a shortcut pressed and then click somewhere and the viewport centers there?
