I think there's still a place for Buffer.   It needs to be beefed up to
preserve attributes, and it could expose more of the JTS buffer
parameters (# of segments, end-cap style).   (Hopefully someday JTS will
support even more buffer parameters - variable width and one-side buffer
come to mind)

Sometimes it's nice to have a nice big dialog dedicated purely to one
function - especially for something as important as buffer.
