You can use OpenJUMP in a way like web application if you first make it downloadable through java web start system which is quite possible as I have heard. Next the data must be accessible through web, which means that there is WMS server for delivering raster maps, orthoimages etc. and WFS server for delivering vectors. After downloading from WFS with an additional OpenJUMP WFS plugin you have actually a local data set and you can use all OpenJUMP features. I would say that this suits best for (semi)professional GIS usage and not so well for a big audience. On the other side I believe no browser application gives such good editing capabilites.
