Some users have extremely high security requirements and require IPSec 
encryption of traffic within a Layer 3 2547 VPN. In 
this case, the ES PIC receives inbound traffic in the clear (or 
IPSec-encrypted), encrypts it, and then maps it into a 2547 VPN.

i.e. have encrypted LSPs ?
