There is stranger problem .. but i deleted the statement about de
encapsulation, and now the traffic is over the 149 Mbps and without packet
loss. The encapsulation now is by default , but the default is PPP. I
don´t understand what happend.
Now the configuration is

I think that you are misunderstanding SONET/SDH, maximum bandwidth
available
is 149 Mbits due to Multiplexor, regenerator and Path overheads.
consider also the POS framing running at 118 M means 80% utilisation I
would be consider moving traffic from a link running at that traffic
level.

we have the Cos disable for this interface. But the problems is when the
bandwidth get up to 110-115 Aprox.. And in the STM1 we should have 155
Mbps.. And at this bandwidhth the Juniper should begin to drop packets

Do you have Cos enabled/disabled? have you checked the drop-profile?
we had same problem with ds3 and we modified the drop-profile and it
stopped
packet loss
