Just to complete the excellent answer of Sean.
In the documentation I can read :

"Like Ethernet interfaces, a Frame Relay interface requires the specification of CCC encapsulation at both the device and logical unit levels. When the device is set to support CCC encapsulation, Frame Relay DLCIs range 512 through 1022. DLCIs from 0 through 510 can be used for normal Frame Relay traffic."

Hi Amos
Depending on hardware/software , you may be able to configure "encapsulation extended-frame-relay-ccc" , this should remove this limitation
