Hi Eric,

The JUNOS equivalent to SAA is called RPM or Real-time Performance  
Monitor [edit services rpm].  I don't think there is too much PBR  
integration though, but if you know your way around JUNOScript you  
could integrate some smarts around the trap capabilities of the probes  
(i.e. a JUNOScript client triggers a configuration change on the  
router when it receives a trap from the router warning that an SLA is  
not being met).
