You need IQ2 if you want to do "complicated" tag operations like push or pop two VLAN tags (pop-pop, pop-swap, push-push, swap-push, swap-swap). If you just want to push or pop *one* VLAN tag (push, pop, swap), *or* terminate two VLAN tags (outer x inner y) you only need IQ (IQ2 will of course also work).
