Aside from a problem with the EBGP link, I am thinking perhaps a PMTU issue. Is this a multi-hop EBGP session? Is BGP PMTU enabled? Any devices in the path that might block icmp mtu error messages, preventing PMTU from working?
What is the MSS values for both ends when the TCP connections is established? Possible that a large update was sent, too big for MTU, discarded due to dnf set, session times out.
