It's a long shot, but is there a chance that your logs are showing something 
like the following?

/kernel: chassisd pid 2922 syscall 54 ran for 1251.115 ms

We had this problem in 8.4, I believe.  The symptom was that the CLI was very 
sluggish every time this entry was logged.
