GRE keepalives are not supported.
You'd need to use some dynamic protocol , OSPF for instance, and build GRE tunnels based on the dynamically learned addresses (loopback for instance), if you want to achieve some sort of dynamic GRE tunnel.

I don't think you can use the vrrp ips as tunnel endpoints but
you could setup two tunnels and use OSPF for failover.  Just make sure
you have static routes for the tunnel endpoints so the ospf learned
routes don't take down the tunnels :)
