Flexible-vlan-tagging allows for mixing dot1q and QinQ tagging between logical units, not flexible-ethernet-services.

As they do different things, both can be applied on the same interface, and even used on the same logical unit. For example, terminating a l2circuit into a switch with stacked tags, right alongside singly-tagged units.
