The default JUNOS BGP policy is to readvertise all _ACTIVE_ BGP routes.
There is more fine detail like "prefixes learned from any peer in external
AS TUV won't be advertised to any peer in the same external AS TUV" but
these are not relevant for the purposes of this discussion.
