Yes they are. Here's an example of using tftp get:

[email protected]> start shell
% cd /var/tmp
% tftp 172.16.100.244
tftp> bin
tftp> get jinstall-8.1R3.3-domestic-signed.tgz
Received 95424769 bytes in 67.7 seconds
tftp>

and the file has been transferred.

Note that your setting (or not) of default-address-selection will
influence the tftp source address for the packets coming from the
router.
