That would be a "hard policer" (firewall filter per VLAN calling a policer),
and is non QoS aware. I dont suggest going down this path, as your
end-customers will complain about dropped packets when they send micro-bursts
of traffic at line-rate for a fraction of a second. (i.e. bursts are not
smoothed, and will likely be dropped by the lease provider enroute to the
end-user....)
The class-of-service { shaping-rate xxx; } "shaper" is a true deep buffer queue
which will smooth out your traffic (so no unexpected 'hard drops' when it
microbursts above 100m), and is QoS aware.
Again, you will need the Q/EQ (I/Q chips or Trio Chip) .. cards on the MX.
