Recently (within past 2 years) did a eval of console servers. I was pretty impressed with OpenGear. I will note I wasn't trying them with Juniper devices, but I'm sure it will work fine.
In the end, we went with Avocent mainly because they could control pin-out via software and other vendors required special cabling for each device type. Avocent devices themselves are slow as snot.
