I really want burst-size 0k myself, as we often do QoS at aggregation (very very challenging place to do it right) instead of at access. PE -10GE- aggregation -100M- customer Now if you shape PE at 100M and allow burst, the aggregation will have to drop excess in its FIFO queue, and QoS contract is not kept.
