All targets. SNMP traps are one-way (fire& forget) anyway, so no way
for JUNOS to get (in-band) reachability information.

Thanks. We are migrating away from an older NMS setup and the old one is still
getting traps
but the new NMS is not. So I have more work to do on the new one to figure out
why.
