Basically they are two different things: - Dynamic VPN is plain old IPSec based remote access VPN for users. They need to install a client and that's it. It's licensed per user.
- SSL-VPN appliances offer a web portal for users to publish web based applications securely and also offer the option to also offer L3 VPNs (SSL tunneling or IPSec based, with the option to failover between the protocols). It's licensed based on number of concurrent users that are logged it at any one time on the system. The MAG offering is way more featureful and flexible in options. It all boils down to what your client actually wants.
