Is this a known limitation? There are some PRs related to ways routes appear on RIB and that not all of these ways honour maximum-prefixes. One I found is PR1157842, but it's not really exact match to yours, provided your config is realistic and not cherry-picked example of what you believe is relevant to the problem. Could you try 'maximum-paths' instead?
