Technically, AS0 is invalid (RFC 7607, but it was stated before that more or 
less clearly).

However on JunOS you may fill the first field of an rt with 0 by using the 
IPv4:value format for rt (type 1):
target:0.0.0.0:1

..but you will be limited to 16 bits for the other field (so up to 65535).
