ACK, RPD is involved in ICMP and RIB/FIB management, and to the OS
it's just single thread (in this context, newer RPD does have few
separate OS threads). So what you'd need to do, is have RPD run some
high priority task. BGP churn which will cause FIB changes likely is
good candidate as way to cause variant delay to ICMP.
