We used it in a previous life, in the same way we used Cisco's QPPB to track utilization data associated with specific routes. That was during a time where there was a large delta between national and international traffic.

When CDN's began to flood local markets and became part of the national traffic, it made little sense for that use-case. But I'm sure there are others who are using this for other purposes.

I've not seen any performance or scaling issues, across the older DPC and newer MPC line cards.
