I'm not sure if what we're doing is best practice, but we saw those same 
duplicate packets and so we exclude DHCP relay on the IRB/VLAN where the DHCP 
server resides.  We just deactivated irb.XX in the "forwarding-options 
dhcp-relay group ..." stanza with a comment explaining why.

A little annoying but once it's set you don't really touch it and things have 
been working for quite some time this way.
