Hi,

Do you have virtualenv in your package manager, for example on fedora it's 
python3-virtualenv.noarch ? If yes:

=======================================================
mkdir YourVenvPath
virtualenv --system-site-packages -p python3 YourVenvPath
source YourVenvPath/bin/activate
pip install jupyter
deactivate
=======================================================

Then enjoy:
=======================================================
source YourVenvPath/bin/activate
jupyter-console
deactivate
=======================================================
