In the directory you linked is an example jupyterhub_config.py <https://github.com/jupyterhub/jupyterhub/blob/0.7.2/examples/cull-idle/jupyterhub_config.py>. You can put cull_idle_servers.py anywhere you like, as long as you pass the path to that file in the service declaration in jupyterhub_config.py. You could put it in the same directory as your jupyterhub_config.py, for instance.
