In the directory you linked is an example jupyterhub_config.py

You can put cull_idle_servers.py anywhere you like, as long as you
pass the path to that file in the service declaration in
jupyterhub_config.py. You could put it in the same directory as your
jupyterhub_config.py, for instance.
