Can you use another computer which is not behind the proxy? If so, use that computer to run, in an empty directory:
pip download jupyterhub That will get you a load of files you need. Copy them onto the computer you want to install on. Then run: pip install -f path/to/dir jupyterhub (Replace path/to/dir with the directory you put those files in) If you can't copy the files from another computer, you'll probably need to manually download all the files you need from PyPI, which will be tedious. Or you might be able to install it using conda, if the proxy doesn't block that.
