Hi,

To start with, check file permission inside bin for jupyter-notebook. Apart 
from this, also check file permissions on Python modules inside 
site-packages.

Please share logs after starting service manually from terminal using 
--debug option.

jupyterhub -f /etc/jupyterhub/jupyterhub_config.py --debug
