Have you used JupyterLab? `pip install jupyterlab` then launch with 
`jupyter lab`
It provides a file explorer similar to RStudio.

`os.chdir('/path/to/files')` works 100% of the time for me. Hard to help 
you without you sharing the commands you ran.
