Hi Jan,
The main issue in your case is that you need to merge the company comment
cell down to the number of policy numbers (if I understood you correctly).
This feature is not currently supported in Jxls 2.0.0 but it should be
fairly easy to implement by extending EachCommand.
So please create an issue in
https://bitbucket.org/leonate/jxls/issues?status=new&status=open and it
will be processed.
