The war-webmacro build target was only necessary because it automatically
generated the whole WEB-INF directory structure. There are also
instructions in the INSTALL.txt on how to build a WEB-INF directory by
hand.
Alternatively, the install instructions could probably be ammended to work
with the TDK (which I imagine is where the war-webmacro build target [or
similar functionality] went?).
