I'm pretty sure it is due to your Internet Services Provider. It may kill IDLE connection. Try to reduce IDLE connection refresh interval and see what's happen.
My personnal facts : I get instant mail when I am at home and connected to my WiFi network, even with 60min IDLE connection refresh interval. I cannot get instant mail when I am at friend's which has another ISP (I havent tried to set interval below 24min, it might work wich lower interval). I only get instant mail on mobile network when I set IDLE connection refresh interval to 3min : my carrier kills IDLE connection which is 5 mins old. So, it all depends on provider. Sometimes, even on same mobile carrier you can have different behaviors. Some specific offers (like Professional offers), provides better support for email push. My carrier does not kill IDLE connection for Professional offers. It might be the same thing for ISP (same ISP, different offers, different behaviors). Anyways I hope you will find out what's going on.
