Is the issue that they don't display when composing a message or
don't show when the recipient is viewing it?

When I just generated a message in K9 with a full range of
diacriticals (generated via a long key-press on the standard google
(english-us) keyboard) they displayed correctly on the composed
message. They were also displayed correctly in the received message
when viewing it with K9 as well as my desktop mail client.

If the mail client being used to view a message with diacritics
doesn't support UTF-8 you won't see them. The server software along
the way could also mess them up, but that seems less likely.
