I am getting this same message on K9 for Android using my Galaxy5 phone and my Verizon.net email account. The application does not reliably send emails, even though the settings are correct and receiving emails is not an issue. The application seems to have a problem connecting with the outgoing server. It doesn't work consistently, but every so often, without changing a thing, the application will start to work. It is unreliable. I am domestic and it should work all of the time. In fact, the native email application that comes with the phone, while inferior to K9 in many respects, does not have this problem.
