Assuming IMAP, you'll find "folder poll frequency" as the fourth
item down under:

   - [account] settings
     - fetching mail

You can use the "sync messages from" option to control how deep,
time wise, the syncing goes, but its granularity is at the day, not
hour or minute, level.

I think that the only way to do this:

is to have a filter action on the server move the messages out of
the inbox so they aren't available. The IMAP server is making the
contents of a "folder" available to the client, the client has no
way to know if/that other actions have taken place on the server
side.
