I think that's because a lot of the focus has been on reading email, not on writing it. The default assumption is that you want to see the options to manage email (spam, move, trash) and less so reply, fwd, etc.
To an extent it's the same reason we support reading almost any type of email and yet don't support writing RTF and HTML. I'm pretty new to the development of the app and I'm not advocating it stay like that. You can customize what is visible. As part of a future planned design overhaul we may want to make it more customisable / improve the defaults.
