I've not checked the code myself, but from previous discussion I believe these 
frequencies are approximates. That is, we ask Android to schedule one but 
Android may adjust this time to batch network events, improving battery life. 
It's just not seen as that important that an email check occurs in exactly x 
minutes.

So specifying an exact time is pointless because it's quite likely it will not 
be that long anyway.
