K-9 currently doesn't support creating folders. For IMAP and WebDAV there's a GitHub issue to create it. For POP3 the protocol doesn't support folders remotely.
There's also issues to support local folders for all accounts. For now you can probably create remote folders via your email providers web client and the refresh the folder list in K-9.
